10 facts about National Guard in Tatarstan: 3,000 workers without Grom, security records and new headquarters

1. Former head of the Tatarstan president's security staff as director of the administration in Tatarstan
   
   Police colonel Rustem Gumerov became the director of the Administration of the Federal National Guard Troops Service of the Russian Federation in Tatarstan. The order on the appointment was signed on 7 October. Earlier Gumerov headed the Tatarstan president's security staff. He occupied that post in 2011.

2. Interests: from maintenance of public order to help in protecting Russian borders
   
   According to the Federal Law No. 226-FL ''About National Guard Troops of the Russian Federation'' adopted on 3 July 2016, National Guard is responsible for maintenance of public order, fight against extremism and terrorism, help to border authorities of the Federal Security Service in protecting state borders of the Russian Federation, gun control and private security, protection of sensitive facilities.
3. With SOBR and OMON but without Grom
   
   Nowadays SOBR (Special Rapid Response Team), Kazan and Naberezhnye Chelny OMONs (Special Purpose Mobility Unit), special purpose aviation unit and division of the Extradepartmental Protection Directorate and Centre of Licences and Permits have been included into National Guard. However, a unit of the Federal Drug Service of Russia Grom as well as the very service did not join National Guard. Although director of the of Administration of the Federal National Guard Troops Service of the Russian Federation in Tatarstan Rustem Gumerov noted there were not any restrictions while hiring enforcement service workers, he was ready to hire people who came from Drug Service.
   
   
4. Distribution of tasks between special purpose units will remain, but it will be under control of one entity
   
   The entities included in National Guard will form one structure. But they will conserve their previous tasks. ''Tasks given to subdivisions remain. Any subdivision sets a task to increase the quality of its job. And the key task is to avoid a reduction of results of the service and military activity,'' the head of National Guard in Tatarstan answered Realnoe Vremya's question.
5. 3,000 people working in National Guard in Tatarstan
   
   National Guard in Tatarstan has already hired 3,000 people. ''This number is not accurate because of certain circumstances. But they are all people who worked in the Ministry of Internal Affairs. And all people who needed to join us did it. It refers to SOBR, OMON, subdivisions of Licences and Permits, Extradepartmental Protection Directorate and all militants and employees of the Ministry of Internal Affairs who were to join us did it,' told head of the administration Rustem Gumerov.
   
   Issue of new certificates has already begun. Workers of subdivisions who moved from the Ministry of Internal Affairs continue maintaining public order and security while holding mass events. By the way, they will be the first to be given certificates of National Guard.
6. Benefits and salaries will be conserved
   
   All active benefits and social guarantees for workers of National Guard will remain. Their salary will also be high. At the press conference, it was promised to make it no lower than the salary that workers of the Ministry of Internal Affairs receive.
7. They don't aspire to get bases of the Ministry of Internal Affairs
   
   The Interdepartmental Reception of Property and Building Commission that belonged to the Ministry of Internal Affairs in Tatarstan ended its work on 18 November. According to Gromov, 'there are no talks' about the transmission of other sites, for example, the Ministry of Internal Affairs' Dynamo base. 9. Beating security records
   
   Despite a respectively short existence, National Guard has a job to be responsible for. As a result, subdivisions of the extradepartmental guards under the rood of National Guard in Tatarstan provided security in 13,799 facilities, which belonged to different owner,s and in over 42,000 apartments and other places where people resided. More than 737 million rubles were expended to the federal budget during 11 months of that activity, while the estimated number was 695 million rubles.
   
   About 1,500 crimes were stopped. Criminal сases were opened.
   
   According to the statistics of Licences and Permits, this year 2,790 guns were withdrawn, 2,584 gun owners were taken to court. The subdivision continues controlling the activity of private security companies. They total 615 in Tatarstan. Almost 19,000 people work there.
10. National Guard will have been formed by 2018
    
    The second formation stage of National Guard, which is called major, will begin in January 2017 and last until September. It is planned to create organisational and staff structures of the entity in detail, put regulatory documents in order and distribute certain tasks among officials. The third stage will have ended by early 2018 — then special police unities of National Guard will be sent to military service.
