About how Kazan ophthalmologists surrendered financial Bolgar to Yaroslavl industrialists
According to the experts, the sale cost of one of the oldest banks of Tatarstan amounted to 250-290 million rubles
As Realnoe Vremya found out, the banking system of Tatarstan lost another credit organization. Against the background of tightening policy of the Central Bank in relation to financial market participants, one of the oldest banks of Tatarstan Bolgar Bank was transferred to new owners and, apparently, will be re-registered in another region soon. Little-known citizens of Yaroslavl region replaced the founders of the credit organisation — the owner of a network of clinics Tretiy Glaz Aydar Amirov, his family and partners. Meanwhile, the number of previous sales of banks in Tatarstan ended in failure — for example, the Gorod bank (the former Kazan Ipoteka-Invest) and the Rost (the former Kazansky bank).
Yaroslavl bankers became Kazan bankers
As it became known to Realnoe Vremya, the owners of one of the oldest banks of Tatarstan were almost completely replaced. Shares of two major shareholders — an ophthalmologist-entrepreneur Aidar Amirov and Rezeda Gainutdinova (owned 32.63% and 9.67% of the shares) — were transferred to the residents of Yaroslavl and Yaroslavl region.
So, 9.667% got a certain Sergey Neglyadenko registered in the Polyana village, Yaroslavl district of Yaroslavl region. Remarkably, Neglyadenko headed the branch of JSC Rost Bank in Yaroslavl from 2007 to 2013. Earlier he was a leading economist of the department of financial monitoring and currency control of the Bank of Russia in Yaroslavl region. And he had the same appointment in the Yaroslavl commercial bank Orion. According to the sources of Realnoe Vremya, a new vice-chairperson who was responsible for pre-selling arrangements was appointed before Bolgar Bank selling. Most likely, it was Neglyadenko.
A resident of the Krasny Bor village, Yaroslavl region, Mikhail Glukhovsky and the residents of Yaroslavl Sergey Dovidenko and Oleg Basovets got another 9% of Bolgar Bank.
According to open data, Glukhovsky is the director of PLC PTK Yaroslavsky Lesnoy Centre (specializing in the production of joinery), Sergey Dovidenko — one of the founders of PLC Firma TAU, Oleg Basovets — the director of the whole pleiad of Yaroslavl companies — PLC Krasny Mayak, PLC Agrotekh, CJSC Tiram, JSC RMK, CJSC Singmaster, PLC NELT, PLC Managing company Parus, PJSC SNIL, PLC Omega.
A resident of Yaroslavl Natalya Nefedova got another 5.626% of shares.

In addition to new individuals, the structure of founders of PLC who controlled Bolgar Bank before has also changed.
The largest shareholder of Bank — PLC Consulting Firm Astor (owns 33.587% of shares), previously owned by Olga Bronnikova, on 3 March transferred to Aleksander Limaiko and Aleksander Rekov in equal shares. Bronnikova, however, remains the director of the company.
According to open data, Aleksander Limaiko owns 100% of PLC Yaroslavl Factory of Polymers (the company is engaged in metal processing, works with the Yaroslavl factories and NGOs, the assets amounted to 6.3 million rubles in 2014, revenue — 17.5 million rubles, net profit — 1.5 million rubles).
Aleksander Rekov is the head of JSC Yaroslavl Flour Mill №2. It is controlled by Oleg and Maris Kulikovs and Gennadiy Povshedny. Oleg Kulikov and Gennady Povshedny control several companies in various regions in Russia. The assets of the company in 2014 were 10.8 million rubles, revenue in 2013 — 801 000 rubles, net loss — 1.7 million rubles.
The director of microfinance organisation, the pawnshop, an individual entrepreneur
The second largest owner and legal entity is the Production-commercial Firm Gazkomplektinvest. Until 3 March 2016, the company was controlled by Sergey Shmagin, and now a new owner is a certain Mikhail Volnukhin. A resident of Yaroslavl Volnukhin is a 100% founder and the head of the Yaroslavl PLC Volzhsky capital and PLC Volzhskiy Lombard (Volga pawnshop), as well as the leader and the founder of PLC MFO Geocity at 1.96%. Also, on the Internet you can find the President of Federation of Sports Acrobatics of Tver region with the name Mikhail Volnukhin.
The only legal entity that has no change — PLC Avima, which controls 7.8% of the Bank. From October 2015, the company belongs to Moscow resident Vladimir Samokhvalov, who is also the director and the founder of the PLC Delikatesy of Okhotsk Sea at 25%.
Previous owners of Bolgar Bank
JSC Bolgar Bank is the Bank of Kazan, its activity is concentrated within the Republic of Tatarstan. The main activities — crediting and settlement and cash services of corporate clients, the attraction of population funds to deposits.
The Bank was established in 1992 as joint stock commercial Syndicate Bank. In May of 1997, the legal form was changed to a closed joint-stock company, and in April of 2003 the Bank got its current name.
Geographically, the Bank is represented in Kazan by the head office, branch office and four additional offices.
Aidar Amirov, the main previous owner, a former co-owner of Autocredbank, the clinic Tretiy Glaz, and now — the head physician of Republican clinical ophthalmologic hospital. Rezeda Gainutdinova — a chairperson of the Association of housing owners Kasatkina-20. Olga Bronnikova, the former owner of PLC KF Astor, previously also owned PLC Orlovskoe, PLC Links, PLC Alfa-Med, PLC Firma Ruslan, PLC Med Alliance, PLC OFK, PLC Zenit, PLC Astra Med.
Besides, Aidar Amirov was a founder of PLC Kazan Utlary until December of 2015, that owns the Kazan business center of the same name. Now the only founder of this company is Airat Gainutdinov, whose last and patronymic name consonant with the last name and patronymic of the chairperson of the board of Bolgar Bank Takhir Gainutdinov (full namesake of the founder of Bank Kazansky — editor's note).
Sergey Shmagin, who owned Gazkomplektinvest is the owner and the director of PLC SII Med, a housing cooperative Ulyanova.
Rinat Rakhimov, a former 50% owner of PLC Also, formerly also was a director of Bulgar-Finance, Leasing-invest, PLC Master, PLC TK Amal, PLC Bolgar-leasing, PLC Amal-Nedvizhimost, also was a co-owner of a housing cooperative Ulyanova.
Another former owner of PLC Asol — Tatyana Yasagina — was not in other companies.
'Bolgarian' finances
For the period from 1 February 2015 to 1 February 2016 the net assets of the Bank increased by 52.7% — 687 million rubles to 1.9 billion rubles. The own funds (123 form capital) increased by 9.3% — 30.7 million rubles to 361 million. Authorized capital — 269.9 million rubles.
Liabilities of deposits of individuals increased by 30.4% — 220.7 million rubles — a total of 948 million rubles, funds on operating and deposit accounts of corporate clients increased by 205.7% — 438 million rubles to 651 million rubles. The loan portfolio showed a reduction by 16.04% — 107.2 million rubles to 561.1 million rubles.
The Bank's liabilities are poorly diversified. 47.54% are represented by individuals' funds, 32.72% — corporate clients' funds (balances on accounts and deposits), 18.68% — own funds, 1% — raised interbank lendings, 0.06% — promissory notes issued by the bank. The clients base — small, client accounts turnover amount to 2.5 billion rubles per month.
Net assets are 28.2% represented by the loan portfolio that is 58.8% represented by loans to corporate clients, the other — individuals portfolio. The delinquency is at the level of 1.27% according to Russian standards of accounting (increased from 27 to 7 million rubles during the year). The level of reservation for the whole portfolio is low (1.3%). The loan portfolio is provided at a sufficiently high level — 92.37. In 2015, the credit organization got a profit at 10.8 million rubles, in January 2016 profit was 0.35 million rubles.
It is the 16th in net assets (1.9 billion rubles) among banks of Tatarstan — then goes IK Bank (1.63 billion rubles), Altynbank (1.47 billion rubles), Kamskiy Gorizont (1.09 billion rubles), Avtocreditbank (0.69 billion rubles). It is 515th among Russian banks.
It is 19th in capital among the banks of Tatarstan with an index of 361 million rubles, ahead is only the Bank Kamskiy Gorizont, the capital of which is 359 million rubles.
According to the experts of the market, the cost of the transaction may be 0.7-0.8 (it is the multiplier that is now in the market) from the Bank's capital, i.e. 250-290 million rubles.
Bad examples
Probably, Bolgar Bank will be re-registered in another region and will get a new name soon, as the owners of other credit organisations of Tatarstan did.
One of the largest regional banking systems of Russia in recent years amid tightening policy regulator left with several credit organisations. At the end of 2011, the owners of the Bank Ipoteka-Invest were replaced, the bank changed its place of registration from Kazan to Moscow and the name to Gorod, and obtained troubles and a temporary administration of the Central Bank.
In January 2012, Idelbank was sold and 'moved' to Moscow and changed its name to Sovereign. In the spring of the same year, the company closed the transaction on sale of Bank Kazansky to the banking group Rost. As a result, like the Ipoteka-Invest Bank, it suffered the unenviable fate of readjustment.
