The developer of the waste incineration plant in the village Osinovo, with participation of the president of Tatarstan, decided to break the silence and start a dialogue with disgruntled residents. A difficult discussion is scheduled to begin this week, after a working session in the government of the republic. RT-Invest will go out to meet the public

The new deputy head of the press service of Tatarstan president, Lilia Galimova, again spoke about the incineration plant at a briefing in the Cabinet of Ministers last week. On the wave of growing discontent, the developer RT-Invest, a Rostec subsidiary, decided to relieve social tension through a number meetings with residents of the village of Osinovo and the residential complex Salavat Kupere. However, this was not without the influence of the head of Tatarstan.

''As earlier it has been noted, the president of the republic has set the task of a broad public discussion on the construction of the plant. As part of these instructions, the investor company, which oversees the construction of the plant, told us about the plans for the next week to meet with residents of the village of Osinovo,'' said the representative of the Kazan Kremlin.

RT-Invest has not defined the date yet — the developer plans to hold a working meeting first, including with representatives of the ministry of ecology. When it exactly it takes place is also not clear yet.

Ecologist thrown on a grenade

The project of the plant construction itself won't be presented at the nearest planned discussion with the residents of Osinovo as it is being on the stage of completion and is to receive a conclusion of two expertises, after which the project will be submitted for public hearings.

''It is expected that all paper works should be completed by June. And already in mid-June, a draft project will be presented to submit it for public discussion.''

Thus, it is expected that the first meeting will be introductory.

''The meeting will be introductory from the point of view of what this object represents itself, what the essence is. There will be an environmental specialist who will tell about the details of the entire process, the importance of the entire chain. That they are oriented and interested in maintaining separate collection of waste, about how they plan to work with the regional operator,'' Galimova listed.

According to her, they want to hold a mass discussion on the very essence of the project. Later, similar meetings are planned with the residents of the residential complex Salavat Kupere.

At the time they signed an appeal against the construction of the plant, and on March 29th they submitted letters of claims to the construction to President of Tatarstan Rustam Minnikhanov.

Lilia Galimova decided not to make judgements about the information campaign of RT-Invest and asked to abstract her from the activities of the developer, but shared with journalists the information known to her. According to her, the developer was asked about the absence of their representatives at the meeting in the residential complex Salavat Kupere and received the answer that nobody invited the company officially.

The speaker explained the prolonged silence of RT-Invest with the fact that their attention was absorbed by other similar projects. In total, they plan to build five incinerator plants, the first of which will appear in Moscow Oblast.

''Now they are focused on it, but they understand all the anxiety and that the president of the republic has set the task to conduct an active public dialogue in the republic for clarification,'' explained Lilia Galimova. According to her, they begin this work this week.
