Kazanorgsintez has purchased new fire-fighting equipment for the ministry of emergency situations: the highest in Tatarstan tower ladder VITAND APK-72 with a boom lift height of 72 metres and a new tanker. The equipment will replenish the fleet of the fifth fire brigade of the ministry of emergency situations of the Republic of Tatarstan. The equipment will be used both to ensure industrial safety at Kazanorgsintez facilities and in case of fires and emergencies in multi-storey buildings of the capital of the republic. Specialized machinery for Kazanorgsintez and the capital of Tatarstan

The industrial facilities located in the city enjoy increased attention from the population and local authorities. The working environment at the petrochemical enterprise Kazanorgsintez PJSC, part of TAIF Group, is monitored by the industrial safety service. Its primary task is to ensure the safety of people, both working at the enterprise and the residents of Kazan. The objects of Kazanorgsintez are under the control of the professional emergency response teams –the 5th detachment FSBI (Federal State Budgetary Institution) of the Federal Fire-Fighting Service (FPS) at the Russian State Fire Service (GPS) in the Republic of Tatarstan (contract) and TOGSO PLC.

They are involved in the fire fighting and rescue operations, as well as in fire prevention. For effective work, the management of Kazanorgsintez decided to provide the brigade with modern equipment and machinery.

The VITAND APK-72 tower ladder is currently the highest in Kazan and Tatarstan. It allows the firefighters to rescue people and extinguish a fire at a height of 72 metres, or up to the 22nd floor of a residential building. Before, the highest fire ladder in the capital of the region had been AL-42, which extends to the height of a 12-storey building (42 metres). This equipment was also purchased at the expense of Kazanorgsintez for the fifth fire brigade. It is regularly used to extinguish fires in multi-storey houses of the Aviastroitelny district, the settlement of Zalesny, Salavat Kupere residential complex, the settlement of Osinovo.

The brand-new equipment was presented to Rafis Khabibullin, the minister of civil defence and emergency situations of the Republic of Tatarstan, chief of the central administration of the Ministry of Emergency Situations of Russia in the Republic of Tatarstan, by General Director of TAIF PSC, Chairman of the Board of Directors of Kazanorgsintez PJSC Ruslan Shigabutdinov and Director General of the petrochemical enterprise Farid Minigulov. Ruslan Shigabutdinov noted that Kazanorgsintez is the enterprise with a particularly dangerous mode of operation, must always be ready to eliminate all possible emergencies.

“The new equipment will allow us to do it much better, safer, including for our fire brigade. The shareholders have been right to support the proposal of the executive directorate. And we have fulfilled the three-year plan for the modernization of the fire-technical equipment ahead of schedule. Today you can see the special equipment of individual production. We are sure that after our positive example, other enterprises and city agencies will also take on the task of acquiring such special equipment. It enables the firefighters to carry out rescue and fire operations at the height of 72 metres, to save life and health of people,” Ruslan Shigabutdinov told.

Rafis Khabibullin noted that the issue of equipping the fire departments of hazardous production facilities, including at the petrochemical complex, with special equipment was discussed a month ago at the Tatarstan Security Council’s meeting chaired by Tatarstan President Rustam Minnikhanov.

“I can confirm that Kazanorgsintez has completed the programme of the purchase of fire and gas rescue equipment ahead of schedule. This equipment is the only one so far in Tatarstan and Kazan. Our Kazan garrison is common, and I am grateful to the management of the enterprise, the director general of TAIF PSC that the fire and rescue unit always protects our population, Kazanorgsintez and Salavat Kupere,” Rafis Khabibullin stated.

In turn, Farid Minigulov drew attention to the fact that before purchasing the equipment, a multi-page technical enquiry was performed, in which all the necessary parameters were specified.

“All tests of equipment were successful. Everything that the contractor promised to execute has been executed, and I think that we will continue to work with them in the direction of fire-fighting equipment,” Farid Minigulov told.

Ruslan Shigabutdinov handed over the keys to the new special equipment to Deputy Chief of the 43rd fire department Sergey Afanasyev and Head of the special fire and rescue department of the 5th brigade FSBI at the FPS GPS in RT (contract) Sergey Guryanov. Sergey Afanasyev demonstrated the work of the VITAND APK-72 tower ladder. In front of everyone, the machine lifted him to a height of 72 metres in a few minutes.

Equipment in the service of rescuers

The telescopic fire tower ladder VITAND APK-72 is custom-tailored specially for Kazanorgsintez PJSC. The executor of the order was Kompaniya Vitand PLC. The tower ladder weighs more than 40 tonnes. The chassis that can withstand such load was ordered from the Swedish concern Volvo. The boom extends to the maximum height in just a minute and a half. The maximum load capacity of the cradle — 500 kg. In its central part, there is a remote-controlled fire monitor, which is able to spray up to 3,800 litres of water per minute. It is possible to spray both water and foam.

The tower ladder is equipped with two control consoles: one in the driver's cabin and the second — in the cradle. The dust-and waterproof console with two positional joysticks and additional controls is easy to operate and allows them to adjust the extension of the boom, adjust the parameters of the fire pump, manoeuvre the fire monitor. The control consoles are equipped with interphone systems so that the driver and the fireman in the cradle could work in coordination.

Vitand company has already included this sample of equipment in the portfolio as intended for rescuing victims from high-rise buildings, providing technical assistance, extinguishing fires, delivering appliance crews to the scene and solving many other tactical tasks. The tower ladder can be used both at industrial enterprises of different purpose and complexity, as well as for work in the city.

The second machine transferred on this day to the ministry of emergency situations is the tanker of the Altai producer of fire equipment ST-Avto on the basis of KAMAZ. It holds at least 7,000 litres of water. The tanker is also equipped with a foam compound tank that holds 420 litres of foaming solution. Water supply to the fire can be carried out both from the tank and from an open reservoir or water supply network. The important advantage of this tanker is a double-stage pump, which can change the water supply pressure.

The new equipment will be based in one of the units located on the territory of Kazanorgsintez PJSC. Now the industrial safety of the enterprise is provided by three units of the 5th fire brigade. The company fully assumes the costs of logistics of the units. At the same time, the units also are regularly involved in fire fighting outside the territory of the enterprise. The fleet of these units includes 10 pieces of special equipment.

Also, the enterprise is engaged in equipment of professional gas rescuers. In 2016, a fully equipped special vehicle based on the Volkswagen minibus was purchased for them, as well as the response vehicle based on the Gazelle minibus. Besides, gas rescuers are provided with the equipment and means of protection of Dreger company.
