KamEnergoStroy won government procurements of UAC on the first stage of large-scale reconstruction of Kazan Aviation Factory
As Realnoe Vremya found out, United Aircraft Corporation chose its contractor general of the fully-fledged reconstruction of Gorbunov Kazan Aviation Factory (KAF) whose 'cradle' the strategic bomber Tu-160M2 is going to leave. It is KamEnergoStroy JSC (KamGes), a part of Ak Bars Holding. So, an intrigue around a fight for a multibillion contract for KAF did not have any surprise, but KamGes, which suffered an image shock in the construction of Salavat Kupere micro district, anyway had to compete with federal contractors.
4,3bn – to the first stage of modernization of KAF
The programme of the renewal of supersonic bomber production but in a modernized version Tu-160M2 promises to become an anti-crisis solution of not only the factories of the defence complex but also for Tatarstan construction companies, which extremely need contractual works in Kazan. As Realnoe Vremya found out, United Aircraft Corporation signed several government procurement contracts with KamEnergoStroy JSC on the execution of general contractual works on reconstruction of Gorbunov Kazan Aviation Factory. The cost of the works is 4,3bn rubles. The director general of KamEnergoStroyIldar Shagitov confirmed this information to Realnoe Vremya.
'The contracts were signed according to the results of the online auction, and they are designed for 2016 inclusive. It means that we must finish a number of buildings this year and some constrictions – at the beginning of 2017,' he informed. According to him, several construction companies participated in the tender, but, according to the conditions of online auctions, participants bid incognito, that is to say, their names are unknown. 'Later we knew there were some firms from Moscow. In my view, they were not serious rivals because we have been working on KAF for a long time and know the infrastructure of the factory inside out,' he said. Shagitov told that as a result of the auctions, the first price of UAC was reduced 'by several millions'.
'We came to this online tender site of UAC having certain advantages,' deputy director general on strategic development of KamGes Rustem Khamidullin told Realnoe Vremya. 'KamEnergoStroy had participated in the competitions of UAC for reconstruction and technical rearmament of several buildings of Gorbunov Kazan Aviation Factory. The first contracts were signed in 2015 based on the results of the competitions held in 2014.'

According to Spark-Marketing system, in 2015, KamGes signed three government procurement agreements at 1,955bn rubles in total with Tupolev OJSC. The reconstruction of the aerodrome base of Gorbunov KAF is the most expensive – 1,4bn rubles. The second expensive agreement is equal to 418m rubles (we found no detailed information about it). And one more tender at 130m rubles is the first stage of the reconstruction of the above-mentioned aerodrome base.
KamGes scored more points when proposals of all four competitions were considered, as Khamidullin tells. 'This year we were winners again despite a competition of Tatarstan and Russian contractors.'
As Rustem Khamidullin said, having subcontracted its own subsidiary companies and given about 30% of the works to the outside organizations, KamEnergoStroy is ready to execute up to 70% of construction and installation works on its own.
As he told, the sum of the government procurement at 4,3bn rubles is not final, it includes only the first stage of the modernization of KAF. 'It will be corrected together with a new construction programme whose parameters, concerning the terms and the price, are under discussion. The reason is that the first variant of the programme did not mention all necessary volumes of works and the number of buildings. For instance, if the whole building had to be demolished in one place, another one just needed an alteration in the engineering shop,' he told. He did not mention how much money the government procurement would need but said the discussions in UAC were held.
Purpose is to get an aviation factory of another technological level
The president of UAC Yuri Slyusar mentioned this coming large-scale reconstruction of Gorbunov Kazan Aviation Factory for the first time in Kazan. After the signing of an agreement on cooperation with Tatarstan in March, he informed that the renewal of the production of Tu-160 bomber was impossible without a complete reconstruction of KAF. 'One of the goals is to get a new aviation factory of another technological level with other technological possibilities. The programme of technological rearmament is ambitious and large,' he told. In the press release, which was given to journalists, it was said that the investments would number several billions of rubles, and 'about 40% of the equipment of production shops like assembly shop, stamping shop and others need a technological rearmament'.
The director general of KamEnergoStroy Ildar Shagitov told Realnoe Vremya that the company was going to participate in further competitions of UAC. According to his words, the company had a certain restructuring, and completely got rid of non-core assets.
To renew 75% of sites of KAF by 2018
However, the scales of the modernization might be larger. Ravil Zaripov, Aide to the President of Tatarstan on Aviation Complex, told in an interview with Realnoe Vremya (which will be published soon) that 75% of the sites of KAF needs modernization and the term is three years, 2018 inclusive…
Different Federal Targeted Programmes of the defence industry are the financing source of works on projecting, construction and delivery of the equipment. So, the contactor general of KAF has a pleasant long-term perspective.
Moscow on hand
Despite a declaration to give contractual works in KAF to the companies of Tatarstan, there are some firms from Moscow. Globalelectrservice Engineering Company is reconstructing the heating system. As the press secretary of the company Nikolai Skobkin informed, four gas boiler houses have already been built, their total capacity is 46 MW and 18 tonnes of steam per hour, which are designed to satisfy the needs of the factory for heating and process steam.
In the answer of Globalelectrservice, it is said that, 'Construction of gas supply networks, reconstruction of electricity, water supply, drainage, heating networks and process steam piping were carried out for the technological launch of the new generating capacities'. In a word, KAF is open for everybody, but not all companies of Tatarstan expressed their desire to participate. The closest rival of KamGes in industrial construction is Kazan Industrial and Construction Association, which did not participate in the tender, according to Shamil Sadykov. So, there was any surprise of the intrigue around a multibillion contract for KAF. Nevertheless, KamGes had to compete but only with Russian contractors.
What will figures say?
We should note that KamGes had difficult times recently. For instance, the company was divested of a government procurement at 2,294,73 rubles for construction of the 12th quarter of Salavat Kupere. Litigations around Innopolis are still in the process. A new contract for KamGescould mean that the government did not pigeonhole it and hope that the company will overcome the crises.
As for the financial indicators, the assets of KamEnergoStroy for the third quarter of 2015 were 8,6bn rubles (6,4bn rubles in 2014). Its long-term liabilities made up 63bn rubles. According to the data at the end of 2014, they were over ten times more – 891mn rubles. Accounts payable, on the contrary, increased by the third quarter of 2015 from 2,783bn rubles in 2014 to 5,079bn rubles.

Compared to 2013, the profit of the company in 2014 decreased 1,5 times to 8bn rubles. Gross profit and sales profit increased to 519 and 341m rubles. Net profit in 2014 practically did not change in comparison with 2013 and made up 19m rubles. It should be noted that net profit for three quarters in 2015 totaled just 205,000 rubles.
In 2015, the company had 24 contracts at 5,172bn rubles in total. Three of them belong to Tupolev OJSC at 1,955bn rubles. Six contracts were from the Main Investment and Construction Administration of Tatarstan at 1,579bn rubles. And 13 contracts at 1,181bn rubles were made by Alabuga Special Economic Zone.
The largest contract at 1,4bn rubles was signed with Tupolev OJSC for reconstruction of the aerodrome base of Gorbunov Kazan Aviation Factory, tender as from 24 November. A contract with the Main Investment and Construction Administration of Tatarstan for complete overhaul of the emergency hospital No.1 on Sibirsky Trakt at 495m rubles takes the second position. And the third place – Tupolev OJSC. A 417m rubles contract for a complex of works on complete construction (no details stated).
