''Almost all automakers will prepare special investment contracts''

Tatarstan sent to the St. Petersburg International Economic Forum its largest delegation in the history of the forum — 42 people. About 40 official meetings have led to impressive results. Minister of Industry and Trade of the Republic of Tatarstan Albert Karimov called an agreement between Nizhnekamskneftekhim and Deutsche Bank as one of the most significant ones — it is a long-term credit line at more than $800 million. ''This is a major and significant step,'' Albert Karimov stressed.

The next success of the republic, as the minister called, is the signing of SPIC between KAMAZ and Daimler KAMAZ Rus worth almost 47 billion rubles, 39 billion rubles of which will be allocated by the Tatarstan enterprise. The special investment contract involves the development of a range of vehicles and includes several types of state support.

''The signing of SPIC is a necessary prerequisite for the automotive industry. SPIC is attractive for long-term large investors, this is the so-called grandfather clause, which includes guarantees from the federal and republican authorities about the non-deterioration of business conditions throughout the operation of the special investment contract. There are also more specific conditions: the possibility of zeroing the rate of income tax, which goes to the regional and federal budgets, but this works only if the parametres of the investment plan are executed. More than 90% of the revenue of the investment project should be generated at the expense of the investment project. Also, for the participants of the special investment contract, the property tax is reduced to 0,1%. At the same time, the minister calls the conclusion of SPIC a necessary prerequisite for the automotive industry.

Dollar revenue is increasing

In addition, active cooperation with St. Petersburg, especially in pharmaceutical cluster, with Tashkent Region of Uzbekistan — for the development of agriculture, expansion of KAMAZ representation, localization of the production of Eydos, await Tatarstan.

Tatarstan has demonstrated good prospects for foreign companies.

''There was a meeting with Cisco, one of the largest in the world, which specializes in network telecommunication equipment. Despite changes in the exchange rate, the company showed a 20% increase in revenue in dollars. This is a good trend, it shows that the industry is developing, we are increasingly moving to digital economy,'' said Minister of Information and Communications Roman Shaykhutdinov.

They signed an agreement on development of IT education system in the country, a certified centre will be based on the college of information technology and communication.

The agreement with X5 Retail Group promises innovations in retail purchases, which will eventually appear throughout the country. In the meantime, a research project on the stores of the future will be developed in Innopolis. ''Everything will be fully automatic. This will be a separate hardware-software complex,'' Shaykhutdinov said.

Oil and gas

For Tatarstan IT specialists they have prepared another sphere — development of IT solutions for Russian oil and gas industry. There are certain modeling algorithms, all of them are purchased from abroad so far. On the basis of Innopolis there will be Russian analogues, which Gazprom will use in the future.

Tatarstan is not limited to the conclusion of contracts, but also provides an opportunity for the population to take an active part in the development of the republic.

''The president of the Republic and the director general of the Agency for strategic initiatives launched the website of strategic initiatives of the republic. Anyone can leave his or her initiative on the website i.tatarstan2030.ru,'' Tatarstan Minister of Economy Farid Abdulganiev announced.

At the annual presentation of the results of the national rating of investment climate, Tatarstan has achieved success – the reduction of administrative pressure on business has been marked in the republic.
