Rustam Minnikhanov calls upon Tatarstan to get ready for the fourth industrial revolution

In Tatarstan, despite the difficult socio-economic situation, there are two job vacancies for one unemployed. Besides, 'grey' labour market is under special control now, salaries are growing in the Republic, and the amount of disabled persons placed in jobs has increased. In Tatarstan everything is good

'Despite the crisis, in Tatarstan we have managed to maintain stability in labour market and to preserve state guarantees for people,' – with these words Elmira Zaripova opened the Board of the of the Ministry of Labour, Employment and Social Services of RT.

It was reported that by 1 January 2016 at 'white' labour market 16 500 unemployed are seeking for job, at the same time, more than 24 000 available vacancies. 59.4 % of unemployed are women, 21.6 % — youth from 16 to 29.

'In general, the state of labour market can be described as stable, there is no surge of unemployment, we have 16 000 people registered as officially unemployed. According to ILO methodology (International Labour Organization), this figure is lower than in Russia, by 2-3.5% against 5.5%. But we should remember that there are about 28 000 vacancies offered. So we can tell that there are two available vacancies for one unemployed,' – said Elmira Zaripova.

Another figure, about which the Ministry of Labour likes to talk in positive way, is salary. For 11 months of 2015 the average salary has increased by 6.1% and accounted for 28 606 rubles. The real wage has decreased by 6.4%. A minimum wage for employees of extrabudgetary sector has increased to 7 309 rubles.

'Unfortunately, we need to substitute import yet. Before, most people travelled abroad, but now they can't afford it. The salary is only enough for food. That's why we should understand that the salary is counted not only in rubles, but in purchasing power.'

'Grey' labour markets

Past-due debt on wages has decreased from 47.8 million rubles to 28.6 million rubles for a year, and in the result of legalization of 'grey' labour market, Pension Fund received extra 260 million rubles, the amount of revenues from income tax has decreased by 20%.

The program on reduction tensions on the labour market was aimed to preserve stability in 2015, the Republic is one of those which received assistance first from federal centre on this. The program implied to keep jobs at factories, as well as employment of disabled persons, 51.1% (2 173 persons) found jobs after appealing to the employment service.

'We must monitor the labour market. At the same time, we need to control strictly unofficial labour market. We have many questions there,' – said Rustam Minnikhanov after the results of work were announced.

Growing personnel

The priorities for future years are the issues with recruitment and interaction with enterprises based on the analysis of the socio-economic situation in each particular enterprise. The head of the resource center Alabuga Galina Mashtakova also said this during business brunch of Realnoe Vremya. She specified that in Alabuga, for example, by 2023 there must be 16 000 employees. Now they are 5 000.

Speaking about strategies 2020-2030, Rustam Minnikhanov also accentuated the importance of human resources.

'As for the work of the Ministry of Labour, I have told before: our prosperity depends on a state of our economy. The economy would not stabilize itself. We should modernize our existing facilities and develop new industries. We must understand what demand there is at labour market, what professions are needed and who we need to train,' – told the head of RT.

'We need to remove administrative obstacles'

In 2015 3.8 billion rubles were allocated to support families with children. Widening the number of electronic services is another aim for the Ministry of Labour and Employment of RT. In 2016, they are planning to launch another seven most important services on the internet.

The work on providing with assistive technologies is continuing. Tatarstan received extra 248 million rubles for this purposes. From 1 January 2016 the Social Insurance Fund has assumed on the mantle of provision with assistive technologies.

According to the Minister of Labour and Employment of RT, in the Republic there are no social institutions in poor condition. In 2015, the President adopted a decision to start major repairs of 29 agencies, two years of work are estimated at 227 million rubles.

Speaking about the Social Insurance Fund, Rustam Minnikhanov noted that he has already received complaints, one of which – lack of disposable diapers.

According to him, the priority is strengthening the family. At the same time, 1 862 families are in a dangerous social situation.

Almost 1 billion rubles to support KAMAZ

At the Board meeting it was planned the speech of Aleksandr Ushenin, the Deputy Chief Executive Officer of PJSC KAMAZ on personnel management and organizational development.

Ushenin's report was called 'Implementation of additional measures in the sphere of employment aimed at reducing tensions on the market of the Republic of Tatarstan for 2015 in PJSC KAMAZ'. The crisis has affected the largest enterprise of the Republic as well. On 22 January the Chief Executive Officer of the company Sergey Kogogin claimed that sales decreased by 29% and accounted for 29 000 units. Earlier he had told about the reduction of sales of KAMAZ by 33% — to 17 500 vehicles.

'The Ministry of Labour and Social Protection of the Russian Federation, having conducted accurate measures, helped to avoid social collapse in the city. KAMAZ was allocated 982 million rubles from the budgets of the Russian Federation and the Republic of Tatarstan,' – said Ushenin.

In the framework of the program of temporary employment of staff, projects have been implemented for import substitution, cost reduction on energy and so on that gave a positive economic effect.

As Ushenin told to Realnoe Vremya, the company works according to the business plan, all tasks are performed and the reductions are not planned.

According to KAMAZ, the market recovery of trucks will not occur until the second half of 2016. The reason is the late release and a delayed effect from the implementation of measures, included in the anti-crisis plan of the government, as well as continuing low investment activity of Russian companies.
