The terrorist attacks that occurred not long ago in Paris, Brussels, Istanbul, Nice, terrified millions of people. The terrorist threat in the world has become larger and more unpredictable. The tragedies are often associated with numerous human victims. Especially dangerous can be terrorist attack at major industrial facilities. How to protect people and ensure safety in large industrial complexes? The correspondent of Realnoe Vremya found out how one of the largest petrochemical enterprises of Tatarstan Kazanorgsintez prevents the terrorist threats.
Under 24-hour-a-day control
Kazanorgsintez PJSC is one of the largest enterprises of the Russian Federation. Its production complex is located in one production area totaling to 4.2 km2, where 7 factories and support units operate. It employs more than 8.5 million people and security provision of them and nearby settlements — one of the most important priorities of the enterprise. Multistage security control at Kazanorgsintez starts from the checkpoints. To prevent unauthorized penetrations, all checkpoints of Kazanorgsintez are equipped with search and special equipment. For example, over 3 thousand people a day pass through the checkpoint number 1. The security uses stationary walk-through metal detectors, as well as portable metal detectors. Besides, the admission system of video surveillance allows to identify employees due to comparison of photographs on the monitors.
It is impossible to illegally penetrate the territory of the enterprise by car. Control system and access control of vehicles automatically determines a car license number and records the time of entry and exit. The vehicles are allowed on the territory of the enterprise only by permits. After inspecting, a car enters the territory and goes for weighing. If violations in access mode are detected, a car is detained and the rapid response unit is called.
All technical means of safety, warning about a possibility of unlawful entry into the territory through the perimeter fence, are brought in the operative dispatching service and the security duty room. This gives an opportunity to promptly detect such actions. The cameras are located around the perimeter of the enterprise and allow to response quickly to possible unauthorized penetrations. It is important to note that the video monitoring of the situation on the territory of the main production site of Kazanorgsintez is conducted around the clock.
No road accidents
To prevent uncontrolled congestion of vehicles in the vicinity of dangerous production site, Kazanorgsintez in coordination with the municipality built and commissioned a new road, which gave an opportunity to move the traffic to a detour of the Khimicheskaya street.
The traffic lights and traffic signs are installed in the new road, as well as road markings, pedestrian crossings. The lighting and landscaping of the adjacent territory have been conducted. The traffic pattern of public transport is optimized, new tram lines have been built, as well as the public transport stops.
Annually, the company ensures the preservation of technical condition and road surface of this road. This completely minimizes losses of the previous traffic patterns. Accidents with victims have been left in the past, including with the employees of Kazanorgsintez. The situation, like what happened in Nice, just cannot happen.
Now Kazanorgsintez in coordination with the Executive Committee of Kazan is implementing the extensive work on the development of the concept of territory development in the area of the enterprise, including analysis of the conditions of traffic flow. The developer of the concept is the largest development organization, which has performed more than 100 similar projects throughout the Russian Federation.
If something happens…
But what if despite all taken measures of security an incident still happened? For localization and liquidation of consequences of emergency situations Kazanorgsintez keeps at its expense the units of gas rescuers and firefighters. The company's facilities are protected by 3 fire stations with the total number of 213 firefighters. There are 9 units of fire-fighting machinery (3 units are in reserve) and 30 people on duty guard in the combat unit working 24-hour a day. The number of the gas rescue unit is 41 people. The work is around the clock.
Great attention is paid to the technical equipment of these units. The machinery, fire-fighting and rescue equipment are updated annually according to the schedule. This year, for example, it has been purchased new and unique fire motor ladder, AL-42, the only one in Tatarstan. This fire motor ladder is a joint development of the world leader in the manufacture of fire ladders company IVECO MAGIRUS (Germany) and the Russian company VITAND JSC. The ladder extends 42 meters, i.e. the height of a 12-storey building in less than one minute. It is equipped with a cradle, which allows six people. Besides, the cradle has a stationary fog nozzle with a capacity of 2 500 l/m, so that the fire truck can not only to carry out rescue works but also to combat fire at heights up to 60 meters. When in August of this year a fire occurred in an apartment building in Osinovo settlement, due to the use of this ladder the fire-fighters at Kazanorgsintez PJSC could evacuate from the burning smoke-filled building 30 people, most of whom were children.
For Kazanorgsintez, the security provision is the task of everyone. They realize the extent of assigned responsibility for the security and protection of the citizens from consequences of industrial emergencies.
