Energy efficiency and energy conservation, in other words, basis of the development programme of TGC-16
The enterprise presented its projects on an international exhibition
The project on Energy Strategy of Russia till 2035 was discussed at the meeting of the government of Russia in March. The concept is that power engineering should not be the 'vanguard of the development' but its 'stimulating infrastructure'. It ought to meet the domestic demands coming from our population, support the development of the economy, favour preservation of tariffs at the same level and take into account the necessity that energy consumption efficiency needs to grow. The company presented its projects on the 16 th international specialised exhibition 'Energy. Resource Conservation' that ended yesterday, where Realnoe Vremya found out what targets TGC-16 PJSC, one of the largest energy enterprises of Tatarstan, poses while paradigm shift takes place.
Fail-safe and economical energy supplying is the priority
The energy company TGC-16 is a part of the industrial cluster of the oil and petrochemical complex of the Republic of Tatarstan whose mission is to supply reliable and high-quality energy to oil refining and petrochemical enterprises of the TAIF Group of Companies and residential estate on the territory of Kazan and Nizhnekamsk.
'While paradigm shift takes place and power engineering ought to be a life-sustaining infrastructure, the top task of TGC-16 energy company is to provide all consumers with a fail-safe and economical energy conservation, satisfaction of growing requirements of enterprises under conditions of the forecasted production growth, which will be provided by the planned launch of petroleum refining and petrochemical productions of TAIF,' said Ramil Khusainov, the director general of the company.
It should be noted that earlier, when the energy company appeared, it was hand in hand with its consumers, participated in programmes on energy conservation and reliability increase of energy supply of industrial enterprises – its clients.
In tandem with consumers
The first stage realised with consumers in the history of TGC-16, in Ramil Khusainov's view, was an increase of thermal loads in Combined Heat and Power by dint of putting into operation of uneconomical heat sources of the industrial enterprises. The growth of electricity and heat energy generation in combined cycle and economy of fuel and energy resources is the result. A more intense integration with industrial consumers in schemes of energy supplying in the enterprises that lead both to the rise in energy safe of consumers and energy supplying ramp-up of enterprises maintaining stable and reasonable prices was the second stage, which started in 2013.
The reconstruction of Closed Switchgear-110 kW, which was executed with Kazanorgsintez PJSC taking into account the technical specifications for connection of a 220 MW CCGT of Generating Company PJSC is one of such important projects. The project finished 3 months in advance that allowed to put CCGT-220 MW into operation and boost the reliability of energy supplying for consumers of the energy hub of Kazan.
On the territory of the Closed Switchgear-110 kW along with the Nizhnekamskneftekhim PJSC and the Nizhnekamsk CHP Plant-1, there is being held a project on the installation of the current limiting reactors in an 110 kW electric circuit corresponding to the most modern requirements. Installation of these current limiting units will enable to increase significantly the reliability and stability of the 110 kW network of the energy area of Nizhnekamsk and become an important contribution of the enterprises of the TAIF Group of Companies in the programme of increasing its reliability approved by the administration of the Republic of Tatarstan.
What is more, the fulfillment of a number of common projects with consumers began. These are the projects on use of fuel gas in the Nizhnekamsk CHP Plant-1 as fuel, a product of petroleum refining of the Heavy Residues Deep Conversion at TAIF-NK PJSC; modernization of condensate polisher and reconstruction of the scheme of assembly and reception of return condensate from establishments of the Nizhnekamskneftekhim OJSC and many other projects.
'The mentioned projects on technological cooperation with large consumers favour the increase of energy conservation along with a synergetic effect in the maintaining the rise in the prime cost of energy production and tariffs for consumers and in the provision of competitiveness of their products,' Ramil Khusainov noted.
Programme on energy conservation and increasing the energy efficiency
All projects are realised according to the 'Programme on Energy Conservation and Increase of Energy Efficiency'.
The structure of the forming fuel economy in the sections of the energy conservation programme demonstrates that the optimisation of the parameters of the technological processes accounts for up to 80% of decrease of fuel expenses. And the sections on the implementation of resource conserving technologies and execution of reconstruction work makes from 7% to 10%.
Energy economy for their own consumption is possible due to some measures on implementation of systems of Variable Frequency Drives applied to the pump electric motors and installation of turbine drives.
According to the director general of the company, the first turbine drive was put into operation in the company in the Nizhnekamsk CHP Plant-1 in 2013. The integration of the turbine feed pumps in the flow diagram led to the reduction of electricity consumption for their own needs by 2,5 MW. Electricity economy for their own consumption from the turbine drive has been 23 million kWh for a year.
The use of the turbine drive brings to the increase of electricity and heat generation and growth of available electricity of CHPP, which is equal to an expensive reconstruction of a turbine besides energy conservation effect from the reduction of electricity consumption for their own needs. A positive practice of the implementation of the turbine drives was held in 2014 too during the realisation of the project on technical rearmament of the flow diagram in the Kazan CHP Plant-3. At the end of the year, installation of two turbine drives more and reconstruction of a steam turbine PT-50-130, which was transferred to operate in exhaust steam operation, were executed.
'The project is unique and difficult but at the same time extremely necessary for the boosting the economical operation of the Kazan CHP Plant-3,' says Ramil Khusainov. Its fulfillment allowed to increase the installed power capacity of the turbine R-20(40) to the estimated capacity of 40 MW. Nowadays after testing and checking the equipment, the new connected turbine T-27 and turbine drives are used, and work out the total energy conservation effect. According to the planned economical effect, which was adopted before the realisation of the project, electricity consumption for their own needs ought to reduce to 58 million kWh and expenditure of fuel equivalent for electricity generation is to be 9,3 g/kWh.
There was signed an agreement on the modernisation of the Kazan CHP Plant-3 based on a gas-turbine plant concerning the implementation of new energy-efficient approaches in 2014. It presupposes a turnkey construction of a new block, and an innovative 389 MW General Electric's gas-turbine plant is going to be its energy 'heart'. The project is unique owing to the fact that today the air-cooled gas turbine of GE is the most powerful equipment in the world.
In the director general's view, the above-mentioned project will enable the energy company to ramp up the volume of electricity realization by 2,7bn kWh and power by 4,3 GW per month, reduce the expenditure of reference fuel for electricity sale in the Kazan CHP Plant-3 to 220 g/kWh, which is lower than the Energy Strategy of Russia till 2035 benchmark. Besides, this project will give an opportunity to solve a problem of reliable energy supply of Kazan by dint of its integration to the programme of Grid Company PJSC on the construction of a '220 kW big ring of Kazan'. Within the scope of the realization of the programme, the Kazan CHP Plant-3 will become the third power supplier along with Kindery and Central. It will be an example of the maximal result because of the right choice of technical solutions and taking into account interests of all units of power engineering, so that the heavy burden doesn't fall on consumers.
Taking technical measures of the programme on energy conservation and investment programme as well as organisational measures provide a progressive reduction of expenditures on brake specific fuel consumption to TGC-16 PJSC. The results in 2014 demonstrate that the specific consumption of reference fuel for electricity sale made 281,6 g/kWh, while the expenditure of reference fuel for heat energy sale was 136,1 kg/Gcal. Due to this figure per article, TGC-16 PJSC is the leader among the generating companies of the Republic of Tatarstan, and it is in the top five effective energy companies of the Russian Federation.
'The strategy of TGC-16 PJSC is aimed at a client-oriented approach, work with consumers on ramping up a load of generating capacities of the stations in a body with measures on improvement of the indicators of fuel economy. It allows to increase the volumes of heat and electricity production, guarantee energy safety of the industrial enterprises and stable work of the energy company even in conditions of the decelerating pace of the economic growth in the country and will allow it in the future as well,' Ramil Khusainov concluded.
