“Mr Minnikahnov is very popular among Leaders of Russia”

The Tatarstan president has met with the winners and finalists of the leadership contest

The president of Tatarstan has recently met with the winners and finalists of the competition Leaders of Russia in Innopolis in the framework of the project Breakfast with Mentors, which is implemented by the club of leaders of Russia Elbrus. Within an hour and a half, Rustam Minnikhanov was answering the questions of the audience, shared his experience and gave management advice. In addition, during the meeting, the head of the republic announced the appointment of the winner of the contest Leaders of Russia Vladimir Zhavoronkov to the post of Deputy Minister of Healthcare of the Republic of Tatarstan. “They want to repeat this in every region of Russia”

The meeting on 25 October was the fourth in the framework of the project of Elbrus club “Breakfast with Mentors”, launched this year. To communicate with the president of Tatarstan, 29 winners and finalists of the contest Leaders of Russia came to Innopolis. Republican officials also took part in the event: in particular, among the guests, one could see Deputy Prime Minister of Tatarstan Roman Shaykhutdinov and Minister of Economy of the Republic of Tatarstan Farid Abdulganiev.

According to Rustam Minnikhanov, the offer to meet was “somewhat unexpected” for him, nevertheless, he agreed to take part in the event. The head of the republic thanked the audience for the interest shown to his person and said that the acquaintance with the leaders of Russia was a great honour for him.

“Before the launch of the project Breakfast with Mentors, we had conducted a survey among the members of the club Elbrus and asked who they would like to meet. You were among the leaders,” Oleg Zhdaneev, the head of Breakfast with Mentors project, addressed to Rustam Minnikhanov.

In turn, the managing director of the state development corporation VEB.RF, the winner of the contest Leaders of Russia in 2017-2018, Alexandra Lebedeva, said that “Mr Minnikhanov is very popular among the Leaders of Russia, and a big role, in this case, is played by the successes achieved by Tatarstan.”

“I came to Kazan in 2000, lived here for 19 years, and the breakthrough that the republic made ... I think they want to learn it and they want to repeat it in every region of Russia. It would be great if everyone succeeds,” Lebedeva told our publication.

“The republic had a good basis”

The first question raised at the meeting was how Tatarstan managed to achieve high results in various spheres. Rustam Minnikhanov began his answer by saying that “the republic had a good basis”.

“When our country ceased to exist as the Soviet Union, Tatarstan had a powerful oil industry, there was a good petrochemistry, automotive and agro-industrial complex. The republic was on a good account and always had good personnel potential. When all these processes, privatization, started, our first president — Mr Shaimiev — was at the head of the republic. He is an experienced man who has come a long way in the government, in the party committee and in the region. And the republic has made some good moves.[It was accused of separatism and various things, but we did not have this privatization — we had our vouchers, and our main assets were privatized differently: some were distributed to labour collectives, some were left to the state. <...> This is the potential that allowed us to manage production, and the production is the economy. Today, Tatarstan is on the first position in the Volga Federal District in terms of gross product, output, agriculture. I think without these decisions ... Yes, it was very difficult, but Boris Nikolayevich [Yeltsin] and Mintimer Sharipovich [Shaimiev] found a common understanding. This basis helps to solve our problems,” the president said.

Besides, Rustam Minnikhanov was asked questions about what awaits Tatarstan in 2030, how he works with personnel and how he personally achieved success. In addition, he was offered projects for implementation in the region.

“It is inexpedient to refuse such offers”

Also, in the framework of the meeting, the president of the republic announced the appointment of one of the winners of the contest Leaders of Russia Vladimir Zhavoronkov to the post of Deputy Minister of Healthcare of the Republic of Tatarstan.

“The question of surprise is irrelevant here. The minister of healthcare has been offered the position of the deputy minister, and I think, it is inexpedient to refuse such offers,” Zhavoronkov commented on the appointment. “The mood for work is positive, there are high hopes that it will be possible to implement certain ideas and maintain the course that was has been chosen by the leadership of the republic and the minister of healthcare. Participation in the competition has allowed us to significantly expand the boundaries of consciousness and look at certain problems from different angles.”

Vladimir Zhavoronkov is the chief visiting oncologist of Tatarstan, working in the speciality for more than ten years. In 2005, he started as a junior nurse in the City Clinical Hospital No. 6, in 2010 he went to work at the Republican Clinical Oncology Dispensary of the Ministry of Healthcare of the Republic of Tatarstan — he was a surgeon, endoscopist of the endoscopic department, the head of the department of interventional radiology. From 2016 until his new appointment, Vladimir Zhavoronkov served as deputy chief physician for organizational and methodological work of the Republican Clinical Oncology Dispensary of the Ministry of Healthcare of the Republic of Tatarstan.
