Ilshat Gafurov has assessed the restoration of the former military hospital at 300 million

As it became known to Realnoe Vremya, the Kazan University is actively preparing for the transfer of the historical complex of buildings of the former military hospital. The amount for cleaning up the premises is already known, as well as what units of the University will be there. This was told to our edition by the rector of KFU Ilshat Gafurov.

Waiting for the transfer

'As soon as the military hospital will be transferred to us, we will start work. We will coordinate all work with the Ministry of Culture. In total, the object, according to preliminary estimations, will need more than 300 million rubles. It is the minimum amount, without the premises' equipment. Since the hospital is a cultural heritage site, it is required to conduct appropriate construction and repair works with the examination and approval of the Ministry of Culture. A part of the premises to be used for our clinic, and a part – for the educational process at the Institute of fundamental medicine and biology,' told the rector of KFU Ilshat Gafurov to our correspondent.

The fate of the old hospital complex on the Ershov Street (the hospital was closed in 2012) has suddenly determined this year. In February, it was transferred by the Ministry of Health of the Republic of Tatarstan to the Kazan Federal University (KFU) ownership. About the transfer of the premises of the hospital was announced at the Extended Academic Council of the University by the University rector Ilshat Gafurov. They planned to make the University hospital of KFU in that building.

'Just recently it has been made the decision of the Ministry of Health and the Supervisory Board of our University on the transfer to us of the objects of the former military hospital, which is located near the academic campus of the Institute of Fundamental Medicine. Thus, this part of the centre of Kazan, opposite the Gorky Park, will be the University hospital,' told the rector at that time.

It was another great medical acquisition of KFU, which had lost RBK-2 (the Republican Clinical Hospital-2), located literally across the square of Ershov from the buildings of Kazan military hospital.

It survived tens of wars, but it fell a victim to Serdyukov's reforms

Kazan military hospital began its history in 1722 when on its place by decree of Peter the Great there was built the military hospital. On 15 March of 1809, by the decree of Alexander I there was established a military hospital. It became one of the largest base hospitals for many years. In the hospital, there was aid the wounded officers and soldiers of the Patriotic War in 1812. Subsequently, the hospital treated military personnel who participated in numerous wars of XIX-XX centuries. During the Great Patriotic War in 1941-1945 the hospital received 45 000 wounded and sick, more than 80% recovered.

The complex of the hospital is a historical and architectural value. The place on the Arsky field for the military hospital was already designated on the General's plan of Kazan in the late XVIII century. The complex of hospital buildings was rebuilt several times. Initially, it was in wooden buildings. Most of the currently existing buildings were mostly built in the first half of the XIX century in the classicism style. Now there are two one-storey rectangular buildings (presumably 1809, the architect — Y. M. Shelkovnikov), two-storey rectangular buildings in the classical style (1822-1828, the architect P.G. Pyatnitsky), two two-storey rectangular buildings linked in the 1880s on the second floor by the covered gallery in the late classical style (1842-1843, the architect P.G. Pyatnitsky; 1872-1873, the architect Lev Khrshchonovich).

However, in the 2010s, the Kazan military hospital, survived tens of wars, fell a victim to the military reforms, along with the Artillery School. About its abolition it became known in 2012. At the beginning of the year, Anatoly Serdyukov, the Defense Minister at that time, signed a directive to close the Kazan military hospital, despite the fact that the medical institution served 40 000 of the military population of Udmurtia, Chuvashia, Tatarstan and Mari El, as well as numerous veterans. The staff of the hospital hold rallies on the closure of the institution and asked authorities for help in solving their problems. However, they failed to stop the liquidation: in November of 2012, the hospital was closed, the staff was dismisses. The buildings for three and a half years were abandoned.

The hospital joining Ak Bars Osnova

The transferred to Tatarstan Ministry of Land complex of buildings was empty for a long time. Only in early 2013, the hospital was in the reports of the Prosecutor Office of Vakhitovsky district of Kazan, which demanded from the PLC AK Bars Ipoteka to free the illegally occupied premises of the former military hospital of Kazan. As it turned out, as a result of the Prosecutor's check it was established that the Ministry of Land and Property of Tatarstan and PLC Ak Bars Ipoteka signed a contract on storage of state property — the buildings of the former military hospital at K. Marks Str. in Kazan. However, the PLC, in violation of the law, organized the accomodation for citizens of Near and Far abroad countries and regions of the Republic.

In August of 2013, the hospital becomes the property of JSC Ak Bars Osnova, established a little less than a year before the transfer for 'the preparation for sale' of residential and non-residential private property, as well as for 'the rent of non-residential property'. 100% owner of JSC at that time was the Ministry of Land and Property.

According to the decree of the Republican Ministry on the establishment of Ak Bars Osnova, the hospital building together with a land area of 3.1 ha and with land in the Provolzhsky rayon of 0.9 hectares were transferred to the new JSC in repay of 100% of its shares, the nominal value of which is 269.7 million rubles. The market value of the transferred JSC real estate valued at 118 million rubles.

After the transfer of the building to Ak Bars Osnova there was not any work on the site. There only had been rumors that allegedly some developers had plans to start construction at the place of historic building. In March of 2015, the representatives of the owners commented to sntat.ru on the situation with the hospital:

'We are the owners of the objects of the Kazan military hospital: utility buildings, warehouses, post controls. The degree of wear is 70-95%, the buildings have walls, floors, ceilings, in some places they have not preserved. The building, which is located along the Karl Marx Street, is not our property. It was dissociated even before the contract was signed with us. The Ministry of Land and Property acts as our only shareholder, and no orders on the restoration of buildings we have received,' said Director General of JSC Ak Bars Osnova Adel Gubaidullin.

Apparently, in 2016, the Republic's authorities decided who would get the estate in such a tasty place of Kazan. And, probably, you could be glad they are not businessmen (it is enough to remember the scandal with the demolition by Unistoy of the pre-revolutionary barracks in the Oktyabrsky Gorodok, even the team of Olesya Butusova failed to defend it).

The hospital in Kazan will be

Also, we can remember the attempts to revive the hospital in a new place. Despite the fact that in 2012 it was announced that the hospital will not be restored, in 2015 they started again to talk about the need for a military medical institution. In the spring of 2015, the Human Rights Council (HRC) under the President of the Russian Federation recommended that the government of Tatarstan build in Kazan a new military hospital. The HRC published the corresponding letter.

'The measures have been taken for the construction of a new hospital for veterans, as well as the equipping of the existing hospital with required diagnostic and therapeutic equipment and to increase clinical beds for treatment of veterans (in terms of implementation of the recommendation of the Ministry of Defense of Russia the decision has been made to build a new military hospital in Kazan),' was stated in the letter.
