Rauzil Khaziev is looking for constructors for Kazan CHP Plant-1 for 5,5bn rubles
Generating Company announced a competition for construction of two new energy blocks in the CHP Plant built 73 years ago
On Saturday, Generating Company published an almost 5,5bn rubles tender for the start of the construction of new energy blocks of the Kazan CHPP-1, which was announced in December. The construction will be executed using capacity supply agreement, which Tatarstan managed to take away from Vekselberg in September last year. The total amount of the works will make up 15,6bn rubles. Two-thirds of this money is credit.
5,5bn for constructors
On Saturday, 19 March, Generating Company offered a tender for construction of two energy blocks of the Kazan CHPP-1 with a capacity of 230 MW. According to the technical documentation, the construction will be held in the industrial part of Privolzhsky district of Kazan on 18 Lebedeva Street – behind today's CHPP-1, between Lebedeva and Prigorodnaya Streets.
The maximal declared value of the works is 5,472bn rubles. This sum is different from the December price, when a new project of Combined Cycle Gas Turbine Power Unit started. The President Rustam Minnikhanov, the Deputy Minister of Energy of Russia Vyacheslav Kravchenko and the director general of Generating Company PJSC Rauzil Khaziev took part at the opening ceremony. The total sum of the works was 15,6bn rubles, 11,1bn of the total amount were credit from Gazprombank against the security of the government of Tatarstan for 10 years at 11% per year.
As Elena Samokhina, a representative of Generating Company, told Realnoe Vremya, they were speaking about the tender for construction and installation works. The rest of the money was expended on the equipment that Generating Company completely got on 14 March.
As Samokhina says, today all equipment is in Kazan, situated on the territory of the station and warehouses of the capital of the republic. The site of the construction is ready too. The project documentation is being elaborated.
To finish in 2,5 years
Energy workers stated at the ceremony in December 2015, when the construction began, that the closing date is equal to three years. Minnikhanov said that it was too long and offered to finish in 2 years, at the very most. As it is seen in the technical documentation, Generating Company listened to Minnikhanov's appeal and is going to build two new energy blocks even before the two-year term. The completion, in turn, will be later – till 30 April 2018, and the obligations of the parties are to be carried out till 30 April 2020. But the term of the work in the technical documentation of the tender is a bit different: the construction is to end by 10 October 2017, hook-up and start-up of the two start-up complexes is by 3 November 2017.
According to the timetable of the works, administrative and household buildings should be ready first – by June 2017. The buildings of electric devices, liquid fuel facilities are to be prepared in July 2017, gas fuel facilities and technical water supply are to be ready in September. Engineering networks, trestles and the main building are to be built by October. The completion of the first and second start-up complexes and their putting into operation is planned in April after the execution of shakedown and start-up works, the launch of the generator, guarantee tests and use permit.
It should be noted that Generating Company had informed that there were negotiations with GAMA Power Systems Engineering and Contracting Inc. (Turkey). The Turkish company stated that it was ready to take part in the project as a contractor general. GAMA is working in the construction of an energy block in the Kazan CHPP-3 (TGC-16 PJSC). The administration of Generating Company also offered GAMA to join and finish the construction in the Yelabuga CHPP.
Taken away from Velksberg
The Kazan CHPP-1 was put into operation on 1 July 1993. It was built according to the State Commission for Electrification of the USSR approved in 1921. The initial capacity was 10,000 kW, nowadays it is 220 MW. CHPP-1 provides Gorki and Azino micro districts, the industrial zone in the city centre and Privolzhsky district with electricity and heating.
At present the capacity installed of the CHPP-1 is 220 MW, which will double after the reconstruction respectively. New energy blocks will consist of two Combined Cycle Gas Turbine Power Units 115 MW each. Each plant will comprise General Electric's gas turbine, a steam turbine of Ural Turbine Plant, a waste heat recovery unit made by EMAlliance PJSC. Energy blocks will be erected according to the federal programme of capacity supply agreements.
'As it is known, Tatarstan initially was not included in this programme,' Samokhina explained. 'But thanks to the support of the President of the republic Rustam Minnikhanov and the PM of Tatarstan Ildar Khalikov, two projects of capacity supply agreements, which were not important on the planned territories, were transferred to Kazan.'
A Combined Cycle Gas Turbine Power Unit was installed in the Kazan CHPP-2 using the same programme. On 22 September 2015, the project for the CHPP-1 was taken away from Bereznyaky in Perm Krai – energy deficiency, which is a characteristic of Kazan (the city gets up to 70% energy from outside), was the main reason. At the beginning, it was planned to place the project in CHP Heat Generating Company-9 in Novoberyozovsk, which belongs to KES-holding of Victor Vekselberg. Negotiations with KES-holding on the transfer were held from 2014.
According to the tender, the projects of construction of new energy blocks in the CHPP-1 must help completely satisfy the needs of the city for electricity. However, the direction of the new capacities is not specified. A stingy phrase was given in the press service: 'All energy generated by the stations of Generating Company PJSC is on wholesale electricity and power markets'. Moreover, Generating Company also assures that the new station will be more environmentally friendly, which will allow to reduce emissions into the atmosphere.
