Federal Ministry of Sport about Tatarstan: ‘You are like Silicon Valley’
The federal Ministry of Sport send a request to hold UNESCO World Sport Ministers Congress in Kazan
The Ministry of Sport of the Russian Federation thinks that Tatarstan not only hosts large-scale sports events but also presents an ideal example of their organization for other regions of Russia. Its example should be followed because Kazan has experience both in implementation of Ready for Labour and Defence (GTO) physical culture training programme and in the education of a professional united team for organizing large events. A correspondent of Realnoe Vremya personally observed curtsies of the Deputy Minister of Sport of Russia Nataliya Parshikova and bowing of the PM of Tatarstan Ildar Khalikov on the panel of the Ministry of Youth Affairs and Sport of Tatarstan.
GTO, WorldSkills and FINA World Championships
There was organized an exhibition in the hall of the International Information Centre, where there was an opportunity to acquaint the work of the Ministry. So did the delegation headed by the Prime Minister of Tatarstan Ildar Khalikov, Deputy Minister of Sport of Russia Nataliya Parshikova and Minister of Youth Affairs and Sport of Tatarstan Vladimir Leonov. Topics on work with the young, activity on development of sport in the republic and implementation of 11 new sports venues in 2015 were discussed on the panel.
In 2015, Tatarstan hosted FINA World Championships, FINA Masters World Championships, 16 international and 15 large Russian tournaments, first BRICS Youth Summit, 7th German-Russian Young Leaders Conference, etc. Vladimir Leonov enumerated all events in detail.
A special attention was paid to the realization and implementation of GTO fitness programme. Later Khalikov said that the position of the authority concerning this matter is principled: it is necessary to develop and support this sphere. WorldSkills vocational education competition was also brieflymentioned. This event will take place in Kazan in 2019.
'In Kazan, there are no problems in sport'
Having welcomed all participants of the panel, Khalikov noted that together with his colleagues he had read an article, in which Mutko declared to the whole country that, 'In Kazan, there are no problems in sport'. He told a joke that it was enough to say and he could end his speech but went into details of the work of the Ministry of Youth Affairs and Sport of Tatarstan. In his opinion, the Ministry completed all tasks given.
The Prime Minister expressed his gratitude to all people who participated in the organization of the largest youth and sports events. Undoubtedly, FINA World Championships were worthy of special attention. According to Khalikov, recently he visited the headquarters of FINA on Lausanne and brought words of gratitude of the administration of FINA and heads of the national federations of aquatics sports. It turned out that they liked most the delicious food of Kazan. As for youth politics, Khalikov pointed out the presidential election of Tatarstan as one of the most important events.
'According to the data of the election commission, over 78% of the young took part in election. I think that it is one the highest or even the highest result in history of the elections in the Republic of Tatarstan. I remember how difficult it was. Just recently this indicator barely exceeded 30%. Today this figure is equal to 78%. It is a big and serious work on patriotic education and love to your motherland,' the Prime Minister told with confidence. In addition, he noted that there are problem in the education of the young. For instance, the resource base is to be revised. 'If in sport many excellent sports venues appeared and the heads just need to use them, in youth politics we cannot boast.' Khalikov said that the topic of education of the young is separately presented in Strategy 2030.
He also asked the Ministry to think over a monitoring system to control the efficiency of sports facilities concerning occupancy rates and achievements. The education of qualified coaches is also important though here he agreed with Vladimir Leonov that their salary leaves a lot to be desired.
And the Ministry traditionally was given a task to cultivate population's love of physical training, sport and healthy lifestyle.
Bowings and curtsies
Speaking about the work done, the PM expressed his gratitude to the invited guest from Moscow Nataliya Parshikova for support.
'Thanks a lot to Nataliya Parshikova and the Ministry of Sport for the projects that already had been realized and for the support in 2015 and for today's support. Thank you for being with us today,' said Khalikov.
So it turned out that Khalikov bowed and Parshikova curtsied. The Deputy Minister of Sport of the Russian Federation started her speech with praising Tatarstan. According to Parshikova, the federal Ministry wants to organize many events, and in the Ministry of Sport of Russia, a trip to Tatarstan is supposed to be a reward because here there are no problems.
Parshikova had a more global view on the organization of large-scale competitions. As she said, in 2015, Russia hosted 3,200 different sports events. 'Russia has practically become a leader in the organization of international sports events,' said the Deputy Ministry. Tatarstan takes a special place. And the speaker was convinced that other regions take their cue from the republic.
Will Kazan be waiting for a Sport Ministers Congress?
You are like Silicon Valley. You don't generate scientific technologies but social projects that not only raise the quality life of the regions but also start to influence the neighbouring ones,' Parshikova drew an analogy and expressed her gratitude to the whole collective that took part in the preparation for large events, Rustam Minnikhanov, Ildar Khalikov, Rafis Burganov, Azat Kadyrov, Vladimir Leonov and all government of the republic.
As she noted, Tatarstan has a number of important events ahead: the draw for FIFA Confederations Cup, WorldSkills vocational education and skills excellence event; it is planned to host UNESCO World Sport Ministers Congress in Tatarstan. Vladimir Leonov explained later that they were speaking about a congress with the participation of sport Ministers whose cities have UNECSO World Heritage Sites. At present, a request was sent to the headquarters of UNESCO, and, according to the Minister of Youth Affairs and Sport, the ball is in our court. In case of successful result, the congress would take place in Kazan within the scope of the FIFA World Cup. The decision is to be made by the end of the spring.
'We are ready for it. It would dilute the championship and put a different complexion on the competition. If representatives of other countries visit Kazan, we will show our city and the development of the infrastructure one more time,' Leonov noted.
